Introduction of warden controlled parking enforcement arrangements As agreed at the last meeting of the TA in November 2014, a formal complaint was submitted to HSH/Hyde on behalf of KPETA about the lack of parking enforcement arrangements on the Estate after more than two years. The TA received a full response from the Hyde London Region Director in which he conceded: ‘I agree that the time taken to review Hyde’s parking policy and complete a successful consultation process has been unreasonably lengthy. In planning this project and considering the extraordinary levels of resident engagement which have been allowed for officers should have been clear on project timescales and cut off dates for key decisions in order that a successful enforcement programme could have been put in place that balanced involvement and progress. News from KPE TA – July 2014 Repairs – our heads, their brick walls!   Since the start of the new repairs contract with Mears at the end of October last year, the Tenants’ Association has been very active in challenging Hyde Head Office on behalf of our tenants. The contractor (Mears) appears to tenants to have failed to perform to the contract from the beginning and continues to perform poorly. We have been assured that the most senior staff at Head Office are dealing with the problem, holding top level meetings every week. This is what we have been told for over six months now. Parking Enforcement – Vote for Wardens!

PARKING ENFORCEMENT – DON’T FORGET TO VOTE! CLOSING DATE IS 10 MARCH The following resolution was agreed without dissent at the TA meeting held on 19 February 2014. Since then Hyde has circulated its final proposals and is asking residents to vote. The TA believes we should vote for Parking Wardens. “KPE TA is appalled at the way Hyde Southbank has conducted its long drawn out and incoherent Parking Enforcement consultation. It notes that the Protection of Freedoms Act 2012 banning wheel-clamping took effect on 1 October 2012 and that since that time Hyde Southbank has been collecting money from residents for parking permits without preventing non-permit holders parking on our Estate. It notes that the TA provided constructive and positive suggestions on how to clarify and improve Hyde’s proposals and that most of these have been ignored. Parking Enforcement

Car Parking on Kennington Park Estate 3 – another update! Hyde’s proposals for Parking Enforcement affect all of us, not just car owners. Make sure you vote! We are being asked to choose between three options. We believe that, while there is no ideal way to solve the problem of unauthorised and/or obstructive parking, the best option is Private Ticketing – Parking Wardens who, just like on the streets, can issue tickets and fine drivers without permits, who obstruct the roads or park on double yellows or cross hatched areas. This option is used on other local estates, is self-financing and will not cost residents extra. Most of us don’t have cars and rely on taxis, minicabs and deliveries. We are totally opposed to Barriers into the large Alverstone/Blades/Lockwood and Blythe/Key courtyards as these would block everything from dial-a-ride and patient transport to leaseholders’ plumbers. Parking proposals

Car Parking on Kennington Park Estate 2 – An Update         Hyde has now circulated proposals for enforcing parking arrangements on the estate and is holding a series of meetings to discuss these with residents.   The meetings are in the Community Centre on Thursday 16 January between 10am and 11.30am and Monday 20 January between 6pm and 7.30pm for residents of Alverstone, Blades, Lockwood, Blythe, Key, Abel and Hornby Houses; and on Thursday 16 January between 12 and 1.30pm and Thursday 23 January between 6pm and 7.30pm for residents of Lohmann, Sherwin, Read, Grace and Brockwell Houses. Remember – where cars park on the estate affects all of us, not just car owners. So come along to the meetings and have your say!

Parking Chaos!

Car Parking on Kennington Park Estate   Car parking on Kennington Park Estate has not been regulated for some time and this is causing a lot of problems.     Hyde circulated a consultation paper to residents in July, which was then withdrawn. We have been promised new proposals and a draft was circulated at the last TA meeting. However, a final version has yet to be sent out to all residents and it looks as though this won’t happen until 2014. Meanwhile, residents – both car owners and non-car owners – continue to have to wend their way round a growing car park. *thanks to Alex for the photo
